The app you need is Spell Number it is free in the appstore.
Open it up and put in this code 91929394.59
Then click enter (i dont know if it is needed)
Then go to settings
Click general then Keyboard then international keyboards
Then scroll down to Japanese and select the emoji keyboard

Now when you are at a place where you can type if you hit the globe button you will get the emoticon keyboard

It is not worth it losing your jailbreak i think. So if you are jailbroken dont update yet…if you are unlocked DO NOT UPDATE there might not be an unlock for 3.1 the dev team announced that they only did the 3.0 unlock to prove that they could and that they are not planning on doing it again because it is a long process!!
